Gov. Rick Snyder claimed the biggest victory yet in his

4 1/2-month-old administration Thursday as the Legislature

narrowly approved sweeping changes to Michigan tax policy

that shift most of a $1.7-billion business tax cut to individuals.

Snyder and business leaders said it makes Michigan more

attractive for businesses to address the state's greatest need: jobs.
